What Is Employees Suggestion Schemes

The employees suggestion schemes was notified in Bhilai Steel Plant vide Circular No. M&R-36/91, dated 22.04.1991 and Circular No. M&R-65/92, dated 19.06.1992. Now the scheme is known as BHILAI STEEL SUGGESTION SCHEME. The revised scheme came into effect from 31/10/2001 (No. CPD/M&R)/7(6)/2001)

OBJECTIVES
Promotion of innovative thinking, encouragement and recognition of employee creativity, participation of employees in the process of development and growth of the company and improvement of productivity through techno-economics, better quality and efficient and productive utilisation of system.

SCOPE
All regular employees of the Company including trainees will be entitled to participate in the scheme.

ELIGIBLE SUGGESTIONS
Suggestion should pertain to the suggestor’s own area of work. This was new addition to Bhilai Steel Suggestion Scheme.
Areas/ aspects on which suggestions can be given.
Safety in work environment, internal and external customer satisfaction, simplification/ rationalization of systems and procedure, cost benefit analysis, revenue generation, improved maintenance/ work practices, improvement in the design, utility yield or output of product and services, conservation of raw materials, energy, power and process time and import substitutions.

COMMITTES
BSP has been divided into 21 zones. There shall be a Zonal Award Committee (ZAC) in each zone. It evaluates and decides on suggestions.

CONSTITUTION OF ZAC
GM/ DGM of the same zone will be chairman of ZAC. There should be representatives from department, finance and IED/ O&M. The suggestion cell will ensure the nomination of the Chairmen and Conveners of ZACs. ZAC shall meet at least once in a month.

CONSTITUTIONS OF APPEX AWARD COMMITTEE
It consists of ED (Works) as Chairman, GM, Addl. GM (MS), DGM (Finance and Sr.Manager (P-Sugg. Cell) as members and AGM (PPE) as Convenor. In addition, Chairman of a ZAC will be co-opted as member of AAC whenever suggestions pertaining to his area are taken up for consideration.

AWARDS (given by ZAC)

Cash awards will be given by ZAC only in the case of implemented suggestions. It is contrary to the first edition of the suggestion system. The ZAC may give cash awards up to a maximum amount of Rs. 3000/- per implemented suggestions, depending on the benefits accruing to the company. In case of group suggestions cash awards will be distributed equally among the group.

AWARDS (given by AAC)

Generally (a) decides on outstanding implemented/ implementable suggestions referred by ZAC, (b) It is a plant level committee.
The award amount granted by AAC should not exceed Rs. 15,000/- and the award categories will be as under :
a. (1) 15,000/-, (ii) 10,000/- and 5,000/-
b. This amount will be in addition to Rs. 3,000/- awarded at ZAC level.
c. Maximum an implemented suggestions can get the cash award of Rs. 18,000/- from ZAC and then from AAC.

A ROLLING TROPHY
It is will be awarded to the zone (out of 21 suggestive zones) which excels in implementation of the scheme in an year. The criteria :

  1. the number of implemented suggestions with regard to number of employee in that Zone
  2. Category of awards received by that Zone
  3. and savings generated.

PROCEDURE OF SUBMISSION OF SUGGESTIONS :
I. Employee may submit his suggestion in a prescribed proforma, which will be available with all the Shift In charges/ Personnel Officer.
II. Suggestions can be submitted in plain papers also,
III. Suggestion can be given by individual as well as by a group (maximum of five members)
IV. the concerned personnel office after taking suggestions will send those concerned member convener expeditiously.
V. member convener will make a scrutiny of proposal in consultation with the concerned HOD.
VI. Member Convener will forward those proposal to the evaluator who will be normally in the rank of Senior Manager or above the department where the proposal have been implemented or intended to be implemented.
VII. The evaluator will scrutiny the proposal and records his recommendations in a prescribed. proforma.
VIII. then the convenor will make a wholesome compilation of the recommendations of the evaluators and then put up same to the ZAP which will meet regularly in a month
IX. recordings of the proceedings will be prepared and circulated by the Member Convener
X. the ZAC will scrutinise the cases again
XI. Public Relation Department will ensure sufficient publicity on award winners through in the house magazines, display of photography at appropriate places and press coverage and through local cable coverages.

SPREADING CONSCIOUSNESS ON SUGGISTION SCHEME AMONGS BSP EMPLOYEES
(A TOKEN EXAMPLE OF PROCEEDINGS FROM SMS-I)

  1. A steering committee consisting of Executive at Senior Manager level and store levels of various sections of the shop has been constituted under the chairmanship of DGM (Services) SMS-I.
  2. The committee has liasoned closely with section employees to act on suggestions.
  3. Target was fixed at 1 suggestion per employee.
  4. The committee met weekly one (on Monday) to review the progress and to take action in right direction.
  5. Then it issued handouts giving the brief of the Bhilai Steel Suggestion Scheme and distributed one thousand copies in Hindi and 500 copies in English.
  6. One special workshop was held on “Suggestion Scheme” where a quiz was also organised. Forty employees took part actively.
  7. SMS-I introduced a system of weekly reporting of total suggestion received from various sections. This has enabled the standing committee to focus attention on weaker section.
  8. Due to this in the month of September 2004 only 35 suggestion were received in SMS-I. At the end of the year 2004-2005, it received 1569 suggestions.
